KEY POINTS
- Compare the same role, earnings and applicant facts across streams.
- Core Skills, Specialist Skills and Labour Agreement have different entry tests.
- Do not select a stream solely by assumed speed or future permanent residence.
The three starting points
Core Skills centres on eligible occupations on the Core Skills Occupation List. Specialist Skills uses its own salary threshold and occupation restrictions. Labour Agreement relies on an applicable agreement and its terms. These are different routes within Subclass 482, not interchangeable packages with different service levels.
At a glance
| Stream | Occupation starting point | Key document check |
|---|---|---|
| Core Skills | Core Skills Occupation List and any applicable restrictions | Actual duties, eligible occupation and salary evidence |
| Specialist Skills | Eligible occupation groups and exclusions | Qualifying earnings, classification and employment terms |
| Labour Agreement | Occupations covered by the applicable agreement | Signed agreement, variations and conditions for any concession |
All streams require assessment of the employer, position and applicant. This comparison does not establish eligibility.
Compare one complete scenario
Write down the employing entity, work location, principal duties, proposed earnings and intended employment period. Add the applicant’s relevant experience, qualifications, English evidence and current visa position. Comparing streams without these details can lead to an apparently suitable pathway that fails when the documents are examined. A change in salary or duties may require the comparison to be revisited.
Questions worth resolving early
Does the occupation genuinely fit the role? Are the proposed earnings structured appropriately? Is the business relying on standard sponsorship or an agreement? Are there worker-specific evidence gaps? Which steps must occur before employment can begin? Use those questions to establish a sequence of work, rather than selecting a stream by assumed speed or a promise of permanent residence. Keep the comparison with your application planning records.
Hypothetical example
An experienced manager receives an offer and asks whether Specialist Skills is the better option. The assessment first checks the occupation and guaranteed earnings. If that stream does not fit, Core Skills can be considered on its own requirements; changing the label does not cure an ineligible role.
